Well I Have the GTA Vice City and Play VC-MP when after loading the Connecting on the text show to Connecting when is no IP Address Here is Image

Do you have any dx8vb.dll or something like that in your GTAVC directory?

Radon is right. This happens when you use some dx .dll
Remove the mods, and try again.

In the Image I Use d3d8.dll

Remove it.
It is blocking your connection.
