Use hexchat in your PC and after a few clicks you can get the channel list.

People who frequently play on a server join it's echo channel. Server administrators usually stay on the server echo for moderating the server through IRC.
Don't join personal channels which are named after a player. They are all retarded.
If you want to open a channel, you can simply join it. It will create a new channel. Example, /join #GTAChina and invite some chinese friends there.

People don't use IRC in China, they usually use QQ.

I omitted a few channels because they are either private or dead servers (which I hope they come back to life) or with a few people or more in general there are people but nobody is talking, actually that represents the majority of channels. Between the ones I mentioned a few ones: extreme-addicts.echo, Daydream, kiki, littlewhitey-unturned and littlewhitey-vcmp, Razborka and skywars are echo channels, it means that you can read what's going on in game as if you were reading the server chat. Besides from those, the only ones who are actually active are: Miami-Dade which is the undisputed most important channel, Karan, and Zihad. leave those three and the rest are made up by bouncers idling, I don't have a BNC because I don't need it therefore I'm not in IRC 24/7. I just join each now and then
