cat /etc/apt/sources.listI use Debian 7 with no issues. It can be caused by outdated/unsupported repositories and they must be changed to newer to make your system work well with the 0.4 server.

You might be using Minimal version of Debian 7. Get a non Minimal version

Install this and run gta-vc with Windows 7 compatibility mode.
It should work fine. You can also try to enter menu, move mouse few seconds and back to the game. I had similar issue.

You can check if player who requests next class is spectating. Return false if he is.

You probably mean player's gamespeed function that was implemented in the latest 0.3 squirrel server. Unfortunately, this idea was denied due to sync issues on 0.4.
