Just do /mode #channel +q nick
If you want it permanent, why not use secure op?

and when i do /mode #channel +q nick
it says , Only servers may set channel mode +q

How to secure it can u tell me syntax!
Bcuz i gave someone /mode channel +a nick
Ant whn he quit and again came he was not +a

You need to do something like /cs access #chan del <user>
