this error i am having to run an server at my home and the second error is
announcer: master.vc-mp.org timed out while trying to reach your server; are your ports forwarded?
please can any one can tell me what is the solution of these problems if you will tell me so i am very thank full of you please tell me about this error i want to run my OWN VC-MP server

It's exactly what it says. Your port aren't forwarded. Google your router/modem model and port forward to find some guides how to do it.
i have googled but i can not get that plzz you can tell me how to do that plzz ??????

notice the re1 instead of rel
change its name server.cfg to
xmlconf04rel32
I'm sure google can solve that, can't it?
