Title says it. I have not touched it in a long time now I cant even locate it not even in the directory of where it is suppose to be anymore.

if u ment about the vcmp config, its in appdata /roaming /vcmp /04beta and there it is

if u cant find, then try reinstalling vcmp.. ?

Tried Odd once I got into a few of the folders I happen to do a force entry and got it

What is vice_city.cfg?
We have vcmp_config.txt located in %appdata%\VCMP\04beta
