You have to port them into vice city and load them accordingly. For tutorials check out seby's tutorial.

Those are Custom Objects you can do it as Souly did Here (http://forum.vc-mp.org/?topic=30.0) I've also added that train but trying to make it like Gudio did in a video Here (http://forum.vc-mp.org/?topic=150.0)
But i dont think so that you can learn easily about Custom Stuff, cause those stuff need a Brain to learn about them, and i am sure you are gonna just ask peoples for that stuff instead making your own because you dont have a Brain
