I would like to know if it's possible for a server.exe to not require internet?

There has been many times where I have not had internet service with complications. Middle of nowhere and scripting. To be capable of testing a server I don't understand why we really have to have internet...

Just remove announce plugin and it works.

But what happens if you disconnect from the internet? Just so we can clear things out.

Browser issues typically.
I can get into favorites but not always.
In LU i can connect my pc to a modem and have basically fake internet and test the server. But nothing really else..

You do know that you add your local server as "127.0.0.1:8192" or using your local IP address, right? You don't add your public IP address. Otherwise I don't really understand what do you mean you can't always get into favorites.
