I want to know cpu specifications for minimum , recommended and best performance for hosting a server.

Depends on how many slots your server will have and how sh!tty is your script. But in general, even small CPUs will work just fine.

Intel Xeon or Intel i7, get the latest generation you can find
Overclocked to 9GHz
2 TB RAM
Nvidia Tesla
Liquid nitrogen cooling

Shut up, even a VCMP server with 1000 players won't use that much of resources.

nope, it wouldn't give you any extra benefits.
I can have the same benefits with 4GBs of RAM and Intel Core i3 or Atom.

These performance will allow you to have about 2,147,483,647 loop timers running at 1ms timeout and CPU intensive functions on onPlayerMove and yet being less laggy than any other server

and you know that no one uses that many timers nor onPlayermove 8)
It's clearly not something needed for an average VCMP server, sure, you can do some shits and make use of 2TB ram.
