Is it streamed object? It has incorrect collisions with camera, maybe with sun too.

I believe that only depends on cull zones (http://gta.wikia.com/wiki/CULL#endnote_1), which cannot be created/edited.

Bump, I don't know if you still haven't solved your problem but I believe it might be related to object flags (which can be edited in VC:MP inside objects.xml): https://www.gtamodding.com/wiki/TOBJ#Object_flags
