I have no idea how, but it have to be done with 3ds max.
It's not just about converting .dff and .txd to VC; you have to move the hands to fit VC's engine or something like that.

Hey,I can add any vehicle from GTA SA to VC MP and it works very well. But if i want to add a player skin,it crashes.Which file give error i don't understand.I think .txd is only texture file only .dff can give error.I searched but i can't find any converting program sa to vc mp.

Player models are a different story. You cannot just put them in side VC engine and expect to work.
As I said before, there is a matter of (model's) bones position.

SA and VC don't coincide in bones' position, so they won't run on the same engine unless you move those bones.
There is no such program for only converting SA peds to VC.

Hello
This convert is doesnt basic is import directly to VC gta3.img (VCMP is the same), The SA skin engine is different of VC, you should find the 3DS Max and a script can inport and export GTA model.
Here is step by step to import SA skin to VC:
1. Download and install 3DS Max.
2. Download the script (Link here: https://www.gtagarage.com/mods/show.php?id=9172), and follow the strcture in readme to install the script.
3. Open 3DS Max, use the script to import SA skin into 3DS Max.
4. Use the script again to import the base skin from VC.
5. Copy the bone of VC Skin to SA skin.
6. Rerigging for correct moving ingame.
7. Export to VC format.
8. Use Magic.TXD open the .txd, and change the version to VC.
Done!!!
