Try Giving it admin permissions and also don't run it on Compatibility Modes, Use a fresh VC Copy

The very strange thing is only the people who have Windows 7 64bit suffer this error. Remove all Visual C++ Redists and everything similar to that and remove VCMP and install it again.

W7 x64 here too and vcmp works for me. Try running GTAVC in singleplayer first

What I mean is the only people who suffer this issue use Win7x64. I have Win7x64 too btw.
