Ofcourse because they have no idea how to manage a Dedicated/Virtual Private Server and they don't know how to setup chrooted users on their machine. This means if they create simple users then their whole shit is exposed and thus they would rather want you to sacrifice your scripts not theirs by sending them.
Worst scam ever. Worse than [RRZ]_Genius's service.
