NOTES: The server is open on 8142 port.
Try changing end port to 8148, I've no idea but that does the trick for me

It could be that your Window's Firewall could be blocking it. Make sure you made an exception for the server.

I turned off the firewall+ uninstalled the antivirus.
Locked. I researched, and I found out that my router is simply not allowing opening the ports. My ISP Firmware is buggy as f*.
