Title: Version used by server is not installed and failed to download

After a long time, I returned to play vcmp, and downloaded the Vice City: Multiplayer 0.4 Client, but when I try to enter the game it appears this message: Version used by server is not installed and failed to download.
My Windows is Windows 7 Ultimate 64bit.
