1. Try to give Winrar administrator rights (right click, properties, compatibility, run as administrator) before trying to access the server.
2. Rename the folder yourself. In the Vice City Multiplayer installation directory, after the failed archive install, you'll see a folder named like this "56788954645875649" change its name to the failed install version ("04rel000" in this case) and it will run.
