Try re-installing the mod (VC:MP). Won't guarantee if that will work but worth a try.

Bro that is not the problem i'm, just playing on tv screen too i think he need to changes something in his graphs card options or he download it wrong or he placed something wrong my little sister had exact the same error

Fixed, "d3d8.dll" was not allowing me to play VC:MP.
