Title: Failed to check update list

I will talk this in short form,
-Can't update VCMP 0.4 (Failed to check update list)
-Can't enter any server due to didn't update
-When going to "http://u04.maxorator.com" Got Error 403
-I already run VCMP 0.4 in administrator
-Firewall already disabled for VCMP 0.4

Any solution?
