Check the sticky thread in Bugs and Crashes for information on finding a crash log, and if there is one, post it.
You could try these things .
This error faced by too many people playing VC too . Click here (https://www.google.co.in/?gfe_rd=cr&ei=9yljVYqAMIzI8AfEoYGICw#q=gta-vc.exe+has+stopped+working+windows+7) .
They solved majority of this error by including gta-vc.exe in exception list in Data Execution Prevention .
Another Possibility : - This might be possible that any recently installed program conflicting with vice-city . Try running PC in minimal boot ( limiting auto start program during windows startup ) & then enabling them one by one to detect the exact program caused all this .
Personally, I solved my problem using these steps .
