Since it does exist, it may be unable to open it due to a permission issue (unlikely) or a dependency issue (less unlikely).
Does this happen with a 32-bit server and plugins?
I use 64-bit operating system and 64-bit plugins are all work except the sockets
That doesn't help me much and I won't be able to check this out in the next couple of days. Try it with a 32-bit server and a 32-bit copy of the sockets plugin and see if that loads.

When I was using 32-bit operating system functioned normally.
