You can go to Google Cloud and get vps trial - Debian, Ubuntu, etc. But a CC needs to be provided to test a small amount.

There are no hidden bills. If you don't click on 'Upgrade' button, you won't be charged.
Also when trial ends, you won't be charged automatically. One month grace period will be given, after that your data will be wiped out.
