Simple answer: Depends.
A suggestion for you: Install Orcale VirtualBox and try installing a Linux server and operating it. That's how a Linux VPS would look like.

If you want windows then you'll need to pay waaaay more money than you would pay for a linux VPS. And a linux VPS is far better for hosting servers than a Windows VPS. Windows wasn't really conceived for that kind of work.
