I had the same issue.
You have to create a folder called "04rel004" in the folder where is installed your Vice City Multiplayer.  You have to copy and paste all the files of the 04rel004 update in that new folder.
Look in the forum you will find the link for the files of the update 04rel004

Try removing 04rell004 from Vice City Multiplayer folder wherever you installed and try installing again.
