can i maual download Version 04rel004 from here http://u04.thijn.ovh
and place it somewhere? so it dont come after starting the server

i didn't Understand you but i think you want update your server to 04rel004.
its sample just download https://forum.vc-mp.org/?topic=2015.0
After download it // copy server.exe and plugins // then past it to your server
then run server & it will changed to 04rel004 ;D

Yes you can download version 04rel004 from the link. To make it work, place it in Vice City Multiplayer Directory
