When devs implemented GUI., textdraws have been moved to client-side scripting.
This system will no longer work, since version 04rel004.

It is recommended to use latest server, which you can find in Blank Server.
rel004 is not supported anymore, as we are at rel006 now.

So, in conclusion, that NOS system is not available anymore
