That's an obvious error, you don't have the plugin or named wrong which you want to load.
- MSVCP140.DLL -> removed
- VCRUNTIME140.DLL - > removed
Edit: Add these 2 dll files in Server folder, it will work.
Don't use random sites that provide dll files, they are unsafe.
VCRUNTIME140 and MSVCP140 are runtime errors, you need to download the correct redistributable from Microsoft (and not use the dodgy probably virus infested links above). In this case I believe it's the Visual C++ Redistributable for Visual Studio 2015 (https://www.microsoft.com/en-gb/download/details.aspx?id=48145).
