I've seen on some servers that they've customized in-game skins—for example, changing Tommy's outfit to green and yellow, or attaching a flag to a skin. How can this be done?

I'm looking for a Blank Script that includes the latest plugins. I know there's already one available on the forum, but the download link isn't working. Also, I believe that version may not have the most up-to-date plugins.
