but i have installed Visual Studio 2013 redistributable files but thats not working plzz can you give me more suggetions?

this error i am having to run an server at my home and the second error is
announcer: master.vc-mp.org timed out while trying to reach your server; are your ports forwarded?
please can any one can tell me what is the solution of these problems if you will tell me so i am very thank full of you please tell me about this error i want to run my OWN VC-MP server
