No doubt it is, and I searched the forum before posting, but that didn't solved my problem.
You see as I mentioned "I already tried reinstalling, re-downloading the client, installing on C:/VCMP, running as administrator, changing compatibility mode, using a proxy but the results were the same."
- I couldn't find a fix on the forum.

Quote from: Steam on May 15, 2015, 12:40 PMIt is because the updated(rel002) files are not installed in your vcmp 0.4 directory, seems like the updater is having some technical problems.
Well in this case I should wait for Administrator reply then.

I recently thought of playing VC:MP_0.4 but I experienced some issues...

Reinstalled the client on a directory rather than VC and everything was good.

@WiLsOn, Didn't worked.
@stormeus, Did that for testing purpose only, any fixes?

@sseebbyy, Already re-intstalled several times no luck.
@S.L.S, Using different compatibility gives the same results as in the 'shots.

Simply right click on the broken 'shot and then 'open image in new tab'.

I constantly keep randomly crashing when I try to run the client(I downloaded from here: http://forum.vc-mp.org/?topic=3.0 ). At first when I ran the client it crashed to the desktop with no error messages, then I thought of using a proxy and the results were the same except for an error message as shown in the picture:

-Edit: After several attempts on running the client I finally succeed(well technically I did) but the  client was so weird I knew this isn't normal.

-Notice the different tabs on the screenshots;
