Regardless of being an ongoing issue or not, it would still make it worse as cheaters would take of advantage of vcmp internals to make better cheats. Also I think you're overestimating the amount of willing and knowledgeable people available that could contribute in a positive manner. Something stormeus also mentioned:

This was proven when VCMP devs made the code for VCMP 0.1 available. It's been public for years now, and all that's happened in the meantime was that 1 or 2 people made clones of it to create their own version of VCMP but then quickly abandoned it once they faced issues.

Okay, I think we understand the staff's position about this issue, but the still don't give a reasonable solution to the problem. We have been stuck for years without doing anything.

The viable solution is to recruitment people as a developer, but it isn't done either. Then... Is developing for a half-dead project the best solution?

Is gtaconnected open source?
I can't find the source code anywhere on their site and the gtaconnected GitHub user only contains SDL2, gecko-dev and an SDK?
These three alone does not make it more open source than VC:MP.

Edit: According to Vortrex (one of the GTA:C developers) GTA Connected is not open source.

Okay. I thought so... Anyway, at least it's a more active alternative than VC:MP.

4 months currently without any Developer presence for a free but closed source project. Has there been any official explanation as to why this is a closed source project? AFAICT the whole community would benefit from an Open Source model.

Also, the lack of developers will never solve unless more developers are allowed to join in on the fun - right?
This would be wonderful situation, but it has never been done. At other times, we have tried to convince the main developers without results.

Oh, wait a moment... GTA-Connected is open source. *migrating*

This happens every year. And every year people say "VCMP is dead". I've been hearing this same thing ever since I started playing VCMP. And at one point that was mostly true, but it's no longer the case in my opinion. They are stubborn about not opening the code so that anyone can contribute. This is a decision that only has consequences.
They could accept new developers, maybe, but don't do it.

Only looks Java plugin documentation or Squirrel implementation.

Are you talking about client-side or server-side?
According to source code, server-side supports string.

About server-side. Although It says It works with string but It tried It and It fails.
In my code they are string but it returns the previous garbage exception output. Is it possible that is a bug?
