How to use sprites and textdraws in latest version 04rel004 any ideas any function?

When we are going to have NPC bots in server like Samp it will look cool bots roaming around vice city. Or Fr example an idea Fr cnr when a theif steels or drives fast on a traffic light the npc bots starts chasing him...it will be cool or a npc bot may guide about ur Vcmp server to newbie players. Or bot may even drift ......huh only if only we can get these bots huh daydreaming...but really are we not going to have NPC bots
