Did you try to turn off and on fullscreen in-game? I know it's sounds stupid, but that's solved my friend's choppy-look framerate on Windows 10.

Yes, it shows error.
Use the /setconfig game_showdebug 1 command to see what's wrong in this xml file is.

I mean, grenade as an already throwed object is not synced for other players. Players only got throw trajectory and grenade end position for explosion when player use detonator.
