Bullets was synced not where player aiming, but where player looking.

Launcher downloading 04rel005 automatically when you try to join server with that version, so this topic is useless.

Open server.conf file and edit sqgamemode line by adding your path to main.nut, eg. sqgamemode scripts/main.nut

Try add gta-vc.exe to the DEP (Data Execution Prevention) exceptions.

I think You have installed VC:MP on system partition and this may cause problems. Try to move/reinstall on other disk partition. If You have still problems - extract this (Click), portable browser, all MP versions included.

You must replace these file, not run it outside the Vice City directory. Replace them, paste the content from CD2 (if You have) to your Vice City directory and try again.
