Please share your solution for other people who are having this problem in the future.

Don't use VCMP with antivirus ZoneAlarm. He locked connection to VCMP servers.

Reinstall GTA VC.

Done and nothing happened.

Solved by myself. Time to lock.

Solution = Uninstall shitty antyvirus

Antivirus was good, but if he doesn't give me chance to play VCMP, I had to unistall him.

d3d8.dll isn't in VCMP folder. They should be in (System disc):\Windows\system32

d3d8 is a dll that allows mods in VC, so if it's not in your VC directory you're fine.
