Can not load game?

im not a c++ programmer

i know only like 50% c++

and not a hacker.

I dont know why this crap happens, game doesnt even launch.

Try another copy of vice city to install.
Try re-install windows without any addotional software (like antivirus) and install vice city to clean windows.
If still fail - it may be hardware problem.

strange is, gta 3 works perfectly no errors

You get a crash at address 0x6F6330 in gta-vc.exe ? If that's the case then the crash is happening in a function named 'rwProcessorInitialize' which is only called by D3D8System so you might have some bad dlls or a really bad fuckup.

Uninstall your gtavc then delete your gtavc folder also the saved games in my documents. restart pc and then install a fresh gta again.
