Ports lower then 1024 aren't possible without root, which isn't going to happen on a shared host. (Since you could easily compile your own plugin and have root access.)

Any port bellow ~1000 requires root. IIRC.

I know for 1-1023 and 1025-65536, but I'm confused with 1024. Is it can without root?

Lower, so 1024 should be bindable for non-root.
