vcmp 0.4 connects but old 0.3z screen loads with rockstar intro

before we were getting error that you do not have server version instlled and could not download then we changed the
updater url to http://u04.thijn.ovh then tried going in to server 04rel004 version but then the rockstar intro logo loads
and then the old 0.3z version of vcmp loads. we then uninstalled norton anti virus and then tried now it works.

there any way to have norton installed to work with vcmp?

this did not happen for servers with 04rel003 with norton anti virus
