Error code 740

When ever I try launch the server it just come up like this.. 'Could not start the process. (740)'





My Specs:
Geforce GTX 1050 Ti
Intel(R) UHD Graphics 630
Intel(R) Core(TM) i7-8750H CPU @ 2.20GHz
8GB RAM
Windows 10

Have you tried running as a admin? Is the game path correct?

Hey guys! The problem is fixed but I still have one problem.. I can't start the game. When I click on the server, The GAME WON'T START..  My Vice city is on Windows XP (SP3) though
