VCMP Not Working. Starts singleplayer each time I try to connect to any server.

I have the Rockstar Launcher version of GTA:VC, not the steam one. I already checked the directory, ran the VCMP as an administrator, changed the compatibility mode for GTA:VC, I even reinstalled the game but nothing seems to work. Each time I try to connect to a server, the game starts in single-player. Multiplayer just doesn't seem to work for me. Anyone know why this is happening? I'm on Windows 11.
