What's your operating bit? Are you sure its 64 bit? Do you get any error while loading server.exe?

There's text behind that error, post a screenshot of the whole console. This is a poop post which we can't do much about.

1 - the system of your computer must be 32 bits
2 - The plugins are not in the folder
3 - you are using the 64-bit executable and your computer 32-bit

Ehm, @MatheuS, In your notes, number 1 and 3 sound really familiar to me.

As for the problem, this only occurs if the plugins are wrongly defined in server.cfg or not supported bit type.

extract and put these plugins in plugins folder (http://v04.maxorator.com/files/plugins/mp04rc2_plugins32_windows.zip) and then openup your server.cfg and change all rel64 to rel32 and save it

You are using 64bit plugins in 32bit operating system

I am not sure what is causing that error but ensure you are using xpsp3 atleast if it is sp2 then update your os to sp3 if it is sp3 then try installing visual c++ resdistributable 2008 and 2010

Removed the link. Pasting random DLLs in your server directory isn't a solution.
Either upgrade your OS to something that is supported, or download the Redistributables from the microsoft website.

I might as well ask you to remove the system32 folder. Why on earth would you not download the files from the official, fastest, and most easy to install place?

I will remove any url that will link to unofficial redistributables.

Here it is (http://v04.maxorator.com/server/VCMP04_server_v15_win32.zip)

And x86 means 32bit and x64 means 64bit

Note: i dont use unofficial links because those can be dangerous for info beware of phinshing hacks " i was hacked 3 years ago my all facebook data gone " thats why untrusted links are prohabitied/restricted in vcmp community
