What u mean by UCP?
I made one too, I have connected it too.( which's pretty easy ).
But for god sake, this is a VCMP server forum, not a PHP one, and so I won't help you.
How can make the UCP without connecting it to database?
For what google is there?

You created UCP, but you don't know how to connect it to server, that's like you built your house but you can't build a door to go inside.

Google php along with your database, either sqlite or mysql.
If you actually made a ucp, and know PHP it wouldn't be hard to connect it to your server.
