Need help

My server was lagging, i restarted it. and stats.ini gone, also i get this error in logs.
i didnt get any error untill i restart restart.

Unknown bind__() error -1.

Unable to start server on host:  port: 8390. Port in use?

Server './start.sh  ' crashed with exit code 0.  Respawning...

anyone can help ?
