If you have many car model files (door open, door closed, headlights open, headlights closed, etc) you could simulate them to behave like a car. Same for NPCs.

I actually discussed this issue with Stormeus & through that It can be concluded that vehicle portion
is not like that of weapons which require just a few change in server vicinity. 
Adding weapon through their settings in XML is a bit cosmetic effort if compared  to those of vehicles
which require handling, placement,collision and much more.

Weapons can be assigned as just a custom update to various slots & vehicles classes?
Stormeus mentioned that VC:MP devs haven't  planned to add custom vehicles to 0.4 final release.
This might be in the future versions but not in 0.4.
