Could be a bad GPU (unlikely) or not enough memory (we don't know your specs). But somehow the game loads only the LOD models and cannot go to the high detail ones. There's many things that could make this happen. Try on single player then on an empty server with no mods and so on until you locate the bug.

Your probably don't have enough video memory.
Try on another PC and see if the problem occurs.

Try to turn on your framelimiter, if it is off.
Is anyone else facing this problem ?

During one of the Public Beta, I had the same problem where LOD models were being displayed at certain parts of the map. An issue that didn't occur in 0.3z R2 and previous PB. I haven't been facing this problem ever since RC1. Are you by any chance running Vice City from an external HDD?
