You use a wrong version of gtavc

Download 04rel006 from http://u04.thijn.ovh/

Create a folder in
%LOCALAPPDATA%\Vice City Multiplayer named 04rel006

Extract the contents of the downloaded file ( .7z ) into it.

Restart the browser.
