This seems to be an issue with slow/unstable connections. The reason is that files are sent in big packets and on slow connections they timeout or get dropped before they reach the target. One solution would be to try again with smaller packets if the client sees that nothing reaches it. This requires changes to the network code and means it can only be included with the next major update.

This isn't an easy fix, so don't expect it done within a few days. Try getting your internet speed a bit higher by not running anything alongside VC:MP (like downloads).
