There is some network codes in GTA3. Maybe R* thought it's not the time to support multiplayer.

I want to believe that one day rockstar will come out in maybe 30 + years when graphic technology gets very good!!!

They will take the time to recreate the games to their original intentions. Not what they had to work with back then.
