Cheap mouse + non-conventional mouse-pad or improvised surfaces = what you're experiencing

Avoid shiny surfaces. This should be the first thing you look for.
Avoid surfaces with different colors. Different colors move at different speeds. Try that on a paper with text on it from a book.
Avoid surfaces involving cloth. Those usually have small threads coming out of them. Like puff.

Technically, you should prefer a mate single color surface. Preferably something darker.

Just clean up bottom of your mouse xD

If it raises to up and prevent you to down it so you have m.exe malware but if you can control it but it moves it means new mouse and new pad
